St. Mary?s County Commissioners voted this past Tuesday to approve a $211.7 million FY 2013 budget.? The budget plan keeps tax rates the same and provides for a $500 stipend and a 2% COLA for county employees beginning July 1.? From the SoMdNews.com:
The budget estimates tax revenues of $201.1 million, an increase of 4.9 percent from the current year, and adds $10.56 million in leftover funds from fiscal 2011.
Local tax rates remain the same. Property taxes are 85.7 cents per $100 of assessed value.
Property taxes should bring in $100.4 million, county finance staff anticipates, an increase smaller than 1 percent.
The local income tax rate stays at 3 percent. The county?s finance staff anticipates $76 million to come in from the income tax, an increase of $10.5 million, or 16 percent.
Local funding to the board of education is $85.7 million, an increase of $8.65 million or 11.2 percent. The school board approved a final version of its budget Thursday at $183.5 million, which includes state, federal and local funding.
The sheriff?s budget is set at $31.7 million, an increase of 3.3 percent or $1 million more. The sheriff plans on hiring six new deputies, with four exclusively for Lexington Park.

On the men?s side, Huerta (Miami, Fla.) will race for the first time since qualifying for the London Games with a ninth-place finish at the May 12 ITU World Triathlon San Diego. Joining Huerta in the men?s field is Kevin Collington (Orlando, Fla.), who owns a pair of top-five Pan American Cup finishes in 2012, and USA Triathlon Project 2016 program member Joe Maloy (Wildwood Crest, N.J.)
Reigning ITU Junior World Champion Lukas Verzbicas (Colorado Springs, Colo.) and Elite Triathlon Academy teammates Kevin McDowell (Colorado Springs, Colo.) and Ryan Bice (Colorado Springs, Colo.) also will compete.

Emergency officials respond to a fatal plane crash near the St. George Municipal Airport on Saturday.

Security video captured a small plane taking off from a southern Utah airport just before it crashed about 300 yards from the runway, killing all four men aboard, a federal investigator said Sunday.
Zoe Keliher of the National Transportation Safety Board said the video shows the single-engine Cessna 172 flying at a low level early Saturday morning at St. George Municipal Airport.
"The airplane continued down the runway and made a rapid ascent," Keli?her told the Salt Lake Tribune.?"Shortly after that, you see a descent of a few flickers of light but not the plane."
She added that it's too early to say whether the airport's camera video will offer clues into the cause of the crash.
Marc Mortensen, assistant to the St. George city manager, said officials believe the four men aboard the plane were killed upon impact. The wreckage wasn't discovered until more than four hours later because the airport is not staffed at night, he added.
The victims were identified Sunday as Colby Hafen, 28, and Christopher Chapman, 20, both of Santa Clara; Tanner Holt, 23, of Washington City; and Alexander Metzger, 22, of St. George.
Keliher and Mortensen said they were unsure where the plane was headed at the time. Keliher said only one of the four men had a pilot's license, but neither she nor Mortensen would identify the plane's pilot.
Holt's friend, Paul Hogue, told the Deseret News that Holt was a trained pilot who had flown commercially.
"The future can be taken from you so quickly and they had so much for their future," Hogue said. "They had future families and future wives and kids."
According to Federal Aviation Administration records, the Cessna 172 was built in 1999 and owned by Diamond Flying LLC of St. George.
Keliher said a cursory check of the plane's maintenance records turned up no major problems. She and representatives of Cessna and the company that built its engine inspected the aircraft after it was moved Sunday to a nearby hangar, she said.
Trio rescued more than 15 hours after Idaho plane crash
It will take months for her agency to examine the plane and pilot, and issue a final report, she said. The NTSB will issue a preliminary report on the crash in five days.
"I'm now trying to get ahold of family members (of the four), and will finish the inspection of the aircraft Monday," Keliher said Sunday evening. "I hope to wrap up the on-scene investigation and leave Tuesday."
'Wonderful son' According to the National Weather Service, there were no severe weather conditions at the airport during the early on Saturday.
The airport, which has been in operation at its current site for about 1 1/2 years, does not have a control tower. Pilots use an automated system to communicate with one another when landing or taking off.
Hafen's family issued a statement describing him as a "wonderful son, brother and uncle" who loved to travel and who served a Mormon church mission to Oregon. He worked in the insurance business with his father.
"The community is grieving together," Mortensen told the AP. "St. George is a tight-knit community, and some of the families involved have been in the area over 100 years. If you live in this area, you know someone who knows one of these men."

Receivers John Fisk and Colin McCloy of PWC said they continued to expect investors would ultimately get back 12-26c in the dollar of the $367.8 million owed when the company collapsed in August 2008.
At that level, debenture investors stand to lose about $272-$323m.
Investors owed a further $25m in Strategic's bonds and deposits will get nothing back.
As well as focusing on loan recoveries, receivers said they were continuing to investigate transactions of concern between February 2007 and August 2008.
''Together with our legal counsel, we are assessing those concerns with a view to deciding what legal proceedings ... may be available to us,'' they said. In the six months period to March covered by the latest receivers' report, receiver's fees were $181,115, while legal costs were $291,980.
Loan recoveries of $2.1m were made during the period.

DUBAI, United Arab Emirates ? An indebted business park owned by Dubai's government says it has received sufficient support from lenders to repay $2 billion early as part of a broader refinancing effort.
Jebel Ali Free Zone said in a Nasdaq Dubai statement Sunday that creditors representing about 89 percent of the 7.5 billion dirham sukuk, or Islamic bond, have approved the plan.
JAFZ was supposed to repay the debt this November. It sought agreement from lenders to repay it early so it could put a new refinancing plan in place.
JAFZ operates a sprawling industrial and logistics park next to Dubai's Jebel Ali port, the Mideast's largest.
Dubai's ability to refinance this year JAFZ's debt and that of another company, DIFC Investments, is seen as a key test of the city-state's financial health.

The New York Knicks removed the interim label from Mike Woodson and named him their head coach on Friday.
Woodson signed a multiyear contract extension with the team, ESPN New York reported. The terms were not disclosed.
"I'm very humbled and honored to continue coaching the franchise where I started my NBA career," Woodson said in a statement. "Our goal is to build off the success we had at the end of last season and to continue our quest of bringing an NBA championship to Madison Square Garden."
The Knicks drafted Woodson in 1980.
Woodson took over as the Knicks interim coach after Mike D'Antoni resigned on March 14. The Knicks went 18-6 under Woodson and grabbed the No. 7 seed in the Eastern Conference playoffs. They lost to the Miami Heat in the first round.
"Mike took over the team under challenging circumstances and made it clear, starting on Day One, that he was going to hold every player on our roster accountable," Madison Square Garden chairman James Dolan said in a statement. "We saw a significant improvement since Mike took over and believe our team will only keep improving under Mike's direction."
Woodson was an assistant coach with the Knicks since August of 2011.
After D'Antoni stepped down, Phil Jackson and John Calipari were rumored to be potential replacements but Knicks general manager Glen Grunwald said in a statement that Woodson is the right choice.
"Mike has the respect of every person in this organization," he said. "He and his staff led the team in an impressive push into the playoffs over the last 24 games and we believe he is the right man to lead the franchise as we move forward."
Woodson coached the Atlanta Hawks from 2004-10 and guided them to three playoff appearances.

?BOULDER?? The Boulder County district attorney's office on Friday announced it will file felony trespassing charges against the 21-year-old University of Colorado graduate who was shot after police say she drunkenly wandered into a couple's Boulder home early Wednesday morning.
Defense attorney Colette Cribari said the incident was "out of character" for Ripple, who graduated from CU two weeks ago.
"She didn't enter the house with any intent of committing a crime or harming anyone," Cribari said Friday afternoon. "We're thankful she was not killed or more seriously hurt, but we're disappointed they decided to file charges on top of all this."
Prosecutors will file charges of first-degree criminal trespass of a dwelling ? a felony ? next week, according to the DA's office. A warrant is being issued for her arrest, and police and prosecutors are working with Ripple's attorney to arrange for her to turn herself in.
Cribari said Ripple remains hospitalized, but would not say where. Friday morning, Boulder Community Hospital officials said Ripple was not a patient there.
Police say Ripple entered the bedroom of a house at 425 College Ave. at 3:30 a.m. Wednesday. The screen door was closed but unlocked.
The owners of the house, identified by county property records as Timothy Justice and Doreen Orion, were in bed when they heard Ripple come in. In the darkness, they shouted to warn the intruder to leave and that they had a gun, but Ripple continued walking through the bedroom, and Justice fired one shot, police said.
When the homeowners turned on the lights, they saw Ripple on the floor with a gunshot wound to her hip, and called 911, police said. They said they did not recognize her as anyone they knew.
The house is at the western end of Boulder, where College Avenue dead-ends into the foothills.
Officials said preliminary tests indicate that Ripple's blood-alcohol content was above 0.2 percent at the time of the incident. By comparison, a driver is considered impaired with a 0.08 percent blood-alcohol content.
Boulder District Attorney Stan Garnett said his office typically prosecutes about 12 to 15 cases per year involving drunken trespassing. He added there was a similar case Thursday night, though nobody was hurt. "We see this pretty frequently," he said.
WASHINGTON (AP) ? Moving quickly to stem a controversy, President Barack Obama on Thursday nominated an expert on nuclear waste to lead the federal agency that regulates the nation's nuclear power plants.
Allison Macfarlane, who served on a presidential commission that studied new strategies to manage nuclear waste, would replace Gregory Jaczko as head of the Nuclear Regulatory Commission. Jaczko announced his resignation Monday after a tumultuous three-year tenure in which he pushed for sweeping safety reforms but came under fire for an unyielding management style that fellow commissioners and agency employees described as bullying.
A White House spokesman said Obama believes Macfarlane is the right person to lead the commission, calling her a highly regarded expert who has spent years analyzing nuclear issues.
Macfarlane "understands the role that nuclear power must play in our nation's energy future while ensuring that we are always taking steps to produce this important energy source safely and securely," White House spokesman Clark Stevens said.
Stevens called the NRC crucial to protecting public health and safety and said Obama hopes the Senate considers her nomination quickly.
Macfarlane, an associate professor at George Mason University in Fairfax, Va., wrote a book in 2006 that raised technical questions about a proposed nuclear waste dump at Nevada's Yucca Mountain.
Senate Majority Leader Harry Reid, D-Nev., who is the leading congressional opponent of the Yucca site, praised Macfarlane as someone who will make nuclear safety a top priority. Macfarlane's education and experience, especially her service on the blue ribbon commission on nuclear waste, make her qualified to lead the NRC "for the foreseeable future," Reid said in a statement.
Reid said he continues to have concerns about Republican Kristine Svinicki, who has been nominated by Obama for a new term on the commission, but added that he believes Svinicki and Macfarlane should be considered together, continuing a recent Senate tradition of considering NRC nominees from opposing parties at the same time.
Svinicki, a nuclear engineer and former Senate GOP aide, was among four NRC commissioners who publicly criticized Jaczko's management style last year. The commissioners ? two Democrats and two Republicans ? sent a letter to the White House last fall expressing "grave concern" about Jaczko' s actions, which they said were abusive and "causing serious damage" to the commission.
No disciplinary action was taken against Jaczko, who has strongly denied the allegations.
Jaczko, a Democrat, announced his resignation ahead of a potentially blistering report due out soon from the agency's inspector general, which has been investigating Jaczko's actions for more than a year.
A former Reid aide, Jaczko led a strong response to the nuclear disaster in Japan and was a favorite of industry watchdogs, who called his emphasis on safety a refreshing change from previous agency chiefs who were close to the nuclear industry or who came from it.
But scientists, fellow commissioners and many rank-and-file staffers said Jaczko had created a chilled working environment at the NRC, which oversees safety at the nation's 104 commercial nuclear reactors.
The Nuclear Energy Institute, an industry group, called Macfarlane "an active contributor to policy debates in the nuclear energy field for many years" and urged the Senate to confirm her nomination as soon as possible.
"It would not serve the public interest to have her nomination linger," the group said. "We urge the Senate to confirm both Commissioner Svinicki and Professor Macfarlane expeditiously."
Sen. Barbara Boxer, D-Calif., chairwoman of the Senate Environment Committee, said Macfarlane's background and experience demonstrate a strong commitment to safety ? a commitment she called especially important in the wake of the nuclear disaster at Japan's Fukushima Dai-ichi plant.
Boxer said she will schedule a joint hearing on the two NRC nominees in June.
Per Peterson, a professor of nuclear engineering at the University of California, served with Macfarlane on the nuclear waste commission, which was appointed by the Obama administration to make recommendations on how the nation should store and dispose of more than 71,000 tons of radioactive waste at dozens of sites across the country.
"I think she will be effective in leadership" of the NRC, "mainly because she listens," Peterson said of Macfarlane.
In a 2009 interview with Technology Review, Macfarlane acknowledged that most of the objections to the never-completed Yucca Mountain site were political, but added: "The technical objections are serious and real."
The area near Yucca Mountain is seismically and volcanically active, she said, adding that spent nuclear fuel could be stored safely at nuclear plants for decades.
The presidential panel recommended that the government start looking immediately for an alternative to Yucca Mountain. The report also recommended that responsibility for managing nuclear waste be transferred to a new organization, independent of the Energy Department.

Every Internet startup goes through five distinct stages on the way to making money and succeeding. This article shows you how to identify and guide an Internet startup through each stage and succeed early.
Startups can be any type of enterprise ranging from a blog about baking, to an affiliate marketing website, to an eCommerce store. Whatever your startup does, it will go through the same five stages on the way to success.
Identifying and understanding each of these stages in your own business can help you to tackle the right business challenges at the right time.
If you are thinking about starting an Internet business, or have just started one, then it is likely that you already know that coming up with a good idea, and identifying a need or niche to fill is crucial - so I won't rehash that here.
Instead, I'm going to look at Internet startups from a different angle. I'm going to tell you what you "experience", what to look out for, and where to find more information once you've identified where in the business life-cycle your enterprise is.
1. Your Internet startup is launched
Once you've had your business brainwave and put in the sleepless nights putting everything together, building a website, researching the competition, learning about the market, it comes time to launch your business.
Characterized by: Lack of customers and traffic. Little to no revenue. Technical issues. Bugs. Procedural problems. Poor design. Poor implementation.
Strategy: At this point, you need to work hard to ensure that the visitor or customer experience is improved at an exponential rate. Recognize that it is often not possible to make a startup perfect out-of-the-box, and endeavor to eagerly take on advice and criticism in order to improve your business offering.
For a blogger this could mean, rethinking your writing style. For an affiliate marketer, this could mean offering more high quality content with less advertising. For an eCommerce site, this could mean upgrading to a better quality eCommerce shopping cart platform.
Further reading: In this early stage of your startup, everything should be about learning. Learn whatever you can. Follow people in social media. Read news articles. But, above all, learn from the practical experience of running your own Internet startup.

2. Your Internet startup is operational
With many if not most of the bugs ironed out, some more efficient procedures in place, and a bit of experience, you are ready to start operating in earnest.
Characterized by: Low traffic. Low income. Occasional bug fixes. Cosmetic improvements to the site.
Strategy: Reach out to your niche. Seek to make relationships with influential people in your industry. Make connections and strategic business alliances.
Often marketing directly to your customers can be too expensive for an early stage startup. It can be far more rewarding to connect with people who have greater trust and authority in the market and get them to evangelize your business.

3. Finding clients and building a revenue stream
With some decent industry connections and a bit of trust built up with some influential people, bloggers, entrepeneurs, journalists and news sites, you can start to market to your customers in earnest.
Characterized by: Low traffic. Low revenue. Frustration at inability to penetrate the market. Frustration at not being able to get sufficient coverage or generate "buzz".
Strategy: Marketing. Marketing. Marketing. Do everything possible to drive sales and revenue.
It's at this point that many startups close their doors because they didn't focus exclusively on building a solid stream of revenue. Without an income sufficient to meet your operational costs (yes, this applies to bloggers too) then your startup is not sustainable in the long run.

4. Nurturing and encouraging growth
If you have done a good job of marketing, advertising and promoting your Internet startup then you can shift the business marketing campaigns up a gear.
Characterized by: Increased revenue. Increased traffic. Potential technical problems - scalability, hardware, etc. Unsolicited coverage and social buzz.
Strategy: Marketing. Marketing. Marketing. Start diversifying your marketing strategy to include existing fans, followers and customers. Offer promotions, discounts and deals. Get into the news. Leverage previous successes to gain additional coverage. Build further trust and authority.
Improve and upgrade. It is likely that up 'til now you haven't had a moment to implement all the new features and system improvements the business needs. Now is the time. Invest income back into the business.
Scale, and grow.

5. Competing in the market
Arriving on the stage, you will be greeted by stiff competition in your market. It's likely that there are a few competitors none too happy that your growth has eroded their market share. This is where it gets fun...
Characterized by: Strategic business decisions. Competitive research and analysis. Focus on both existing customer or fan base as well as new opportunities for growth.
Strategy: Don't neglect the customers, readers, fans and followers who got you where you are. Don't diversify unless you know that you can continue to meet the needs of the people who constitute the livelihood of the business.
With one eye firmly on your existing customers, look around for growth opportunities and strategic moves that can help to out-compete other businesses in your industry.
Remember that no business is immune to change. Especially Internet businesses. If you don't continue to adapt and grow, your customers will eventually be drawn elsewhere.
Take a break. Take some family time. Celebrate a job well done. Then, get back to work.
